Getting a permanent power connection in Bengaluru has historically been the final, relatively straightforward step of homebuilding. That changed dramatically following a Supreme Court directive that strictly prohibited utility connections for unauthorized structures, forcing BESCOM to mandate an Occupancy Certificate (OC) for every new connection. This created a massive bottleneck, leaving hundreds of thousands of residential homes stranded on temporary power.

However, recent 2026 government orders have introduced highly specific relief measures. If you are building on a standard plot, here is exactly how the rules work today.

The Bottleneck: Why BESCOM stopped giving connections

Following stringent judicial orders regarding municipal violations, BESCOM ceased processing permanent power applications for buildings that lacked an approved building plan and a formal OC. Because the vast majority of small residential buildings in Bengaluru historically bypassed the formal OC process—often due to minor setback deviations—over 3 lakh applications piled up across the state, with roughly a third in BESCOM limits alone.   • The Height Restriction: The structure must not exceed Ground + 3 floors (G+3), or Stilt parking + 4 floors (S+4). Building a fifth level or an unauthorized penthouse disqualifies you entirely.
  • Deviation Tolerance: The building is allowed a permissible construction deviation of up to 20% from the sanctioned plan or bye-laws.

If your home exceeds these physical limits, it is classified as a high-density structure, and you will be mandatorily required to clear full municipal inspections and secure a formal OC before BESCOM energizes your permanent meter.
